CE declaration and test reports

CE compliance is self-declaration. it is based on the faithfulness and credibility of the manufacturer. The manufacturer usually state that "declares under its sole responsibility that the product is in conformity with ..." So, as long as the product is designed and evaluated to satisfy the mentioned standard(s), the declaration is supported. If customer requests prove (test report, certificate, ...) of the meeting standard(s), it means the customer is questioning the credibility of the manufacturer. Of course, some customer may have company rule for collecting all the documents to complete the process. Producing a related test report or showing a certificate is not too late. Any different opinion?

    Only certain safety-critical product classes require authorized third-party to certify to CE marking. Most power supplies do not belong to those classes, thus can be self declared. When a manufacturer makes self declaration, it is assumed to know what CE Directives its products should comply with, and the related tests have been completed and passed. As to the formal report, I would agree with Wei that you do not have to make all the formal reports for all of your products provided you have the data or other declarations available to support your CE marking declaration. Take DC-DC modules as an example, the relevant Directives are only Low Voltage, RoHS, and REACH Directives. If your products are UL recognized and have CB reports, then that already satisfied the requirements in Low Voltage Directive. I am sure every manufacturer has made self declarations to meet RoHS and REACH Directives. Then it's all done and all you need is one page of declaration stating what Directives your products have met and such declaration backs your self declaration of CE marking. Some manufacturers also include EMC Directive in their self declarations on DC-DC modules. That is a bit "cheating" as the DC-DC converters don't meet EMC requirements without external filters and system level measures. Therefore, these manufacturers cleverly put a note to set such conditions, making customers comfortable and having less questions to answer.
